The Legacy Behind the Award
Roy Proctor was a highly respected member of the Pacific Northwest District. His abilities as an orator were enjoyed by all who heard his presentations, and he and his wife, Blessing, were welcomed as friends wherever they traveled.
Roy was a natural leader in Optimism and in the insurance industry, where he served as a member of the Oregon Insurance Commission. District members developed this award in his honor and selected him as one of its first recipients. It recognizes members nominated by their peers who have stretched to achieve excellence for the district.

Award Requirements
Nominees must satisfy all three areas of service established for the award.
Sustained District Service
At least 10 years of service to the district. Serving as a district officer is not required.
Growth and Foundation Support
Built a new club, consistently recruited members, or served as District Foundation Representative.
Inspiration and Motivation
Provided meaningful inspiration and motivation to fellow Optimists.
How Nominations and Selection Work
- The award is intended to honor living individuals. It may be presented posthumously when an honoree dies after selection but before receiving the award.
- The selection committee solicits nominations from member clubs and may also consider other potential recipients.
- Written nominations are due to the selection committee chair by May 1 each year.
- Proposed recipients are circulated to previous honorees at least 10 days before the Third Quarter Conference.
- The committee selects recipients during the Third Quarter Conference. A recipient must receive two-thirds of the votes cast. The committee may select one, several, or no recipients.
- The award is presented at the Governor's Banquet during the District Convention.
