PolA Rationale: 

Optimist International requires 2 signatures to endorse our checks. The signatures must include the Governor and S/T. In our district, because of distances, we have opted to define a third person for signatures. This proposal gives the Governor some discretion in defining this third signatory, especially in cases of possible conflict of interest or distances etc.

PolA Section: 
Section 8. Depositories and Signatories
PolA Amendment: 

The official depositories for District funds shall be approved at the District Board of Directors meeting at the District Convention prior to the start of the next administrative year.

The co-signatures of any two of the following persons shall be required to endorse, execute and sign checks or orders for the payment of money and such: Governor, District Secretary-Treasurer and the most immediate and available Past-Governor. any past District Governor or past District Secretary-Treasurer at the discretion of the presiding District Governor for that year.
